For Overseas Energy Efficiency Financing Training Program 

     
    目前，我行正在與世界銀行共同實施“中國節(jié)能融資” 項目。我行通過轉(zhuǎn)貸世界銀行貸款并提供配套貸款支持中國大中型企業(yè)的節(jié)能投資，旨在提高這些企業(yè)的節(jié)能效率、降低其溫室氣體排放。世界銀行還提供了全球環(huán)境基金（GEF）贈款，以促進(jìn)該項目的順利實施，并加強(qiáng)我行在節(jié)能融資領(lǐng)域的能力建設(shè)，包括增強(qiáng)節(jié)能融資理念，提升節(jié)能項目管理能力和專業(yè)技能等，為發(fā)展可持續(xù)節(jié)能貸款業(yè)務(wù)積累經(jīng)驗。
    
    Currently, China Eximbank and the World Bank are jointly implementing the China

 Energy Efficiency Financing Project (hereinafter referred to as “CHEEF Project”).

 China Eximbank onlends the World Bank loan while providing RMB counterpart loans to

 support Chinese large and medium-sized industrial enterprises for their energy 

 efficiency (“EE”) investment, aiming to improve the EE of those enterprises as well

 as reducing their greenhouse gas emission. At the same time, to facilitate CHEEF

 Project’ smooth implementation, the World Bank offers China Eximbank a grant under

 Global Environment Facility (GEF) fund for its capacity building in the EE field, 

 with a view to raise the EE financing consciousness and improve the bank’s managerial

 and professional expertise on CHEEF Project as well as gain experiences in exploring

 sustainable EE lending business.
    
    根據(jù)業(yè)務(wù)需要，我行現(xiàn)面向社會聘請咨詢商，為近期在瑞士舉辦節(jié)能融資培訓(xùn)提供咨詢服務(wù)。
    
    To meet business demand, China Eximbank is looking to hire a consulting company to

 offer Consulting Services in Switzerland for Energy Efficiency Financing Training

 Program, which will be held in near future.

    三、工作職責(zé)
    
    Ⅲ.Assignment:
    
    1.根據(jù)要求確定培訓(xùn)內(nèi)容與日程、聘請合格培訓(xùn)專家
    
    Prepare training programme proposals, agenda and related courses according to China

    Eximbank’s requirements. Invite qualified experts for the training programme.
    
    培訓(xùn)計劃擬于2010年6月或7月執(zhí)行，培訓(xùn)人數(shù)約20人，培訓(xùn)期限約21天，地點在瑞士某大學(xué)

    或其它培訓(xùn)地點。培訓(xùn)的主要內(nèi)容包括但不限于以下幾個方面：
    
    1）深入了解節(jié)能市場、學(xué)習(xí)節(jié)能領(lǐng)域相關(guān)政策知識：
    （1）了解國際低碳經(jīng)濟(jì)先進(jìn)理念，探討中國低碳經(jīng)濟(jì)的發(fā)展；
    （2）了解全球氣候變化的影響和應(yīng)對措施；
    （3）學(xué)習(xí)“赤道原則”以及銀行綠色信貸經(jīng)驗；
    （4）了解清潔能源機(jī)制；
    （5）了解能源審計；
    （6）了解相關(guān)機(jī)構(gòu)環(huán)境導(dǎo)則；
    （7）了解金融危機(jī)對節(jié)能市場與項目的影響；
    2）學(xué)習(xí)國外金融機(jī)構(gòu)節(jié)能融資經(jīng)驗：
    （1）節(jié)能融資評估體系
    （2）風(fēng)險控制體系
    （3）節(jié)能融資管理模式
    3）了解國際金融形勢、學(xué)習(xí)相關(guān)銀行業(yè)務(wù)知識；
    4）走訪國外相關(guān)政府部門、金融機(jī)構(gòu)和節(jié)能企業(yè)并舉行交流活動；

    The training program will be carried out either in June 2010 or July 2010 with 20

    trainees participating. The training may last for 21 days, and the location will

    be in a Swiss university or other place in Switzerland for training. The scope of

   the training program will include but not limited to the followings:
    
    (1) Learning the nature of EE market.  Learning the knowledge of EE and relevant

    policies.

    i Learning the worldwide advanced theories and concepts of low-carbon economy and 

    discuss the development of Chinese low-carbon economy.

    ii Learning the impacts of global climate change and the correspondent solutions;
   

    iii Learning the “Equator Principles” and the experience of green credit banking;

    iv Learning the Clean Development Mechanism;

    v Learning energy auditing;

    vi Learning the environment guideline of relevant instituions;

    vii Learning the impact of financial crisis on EE market and EE projects;

    (2) Learning the experience of foreign financial institutions in EE financing.

    i  The structure of evaluation of EE financing;

    ii The system of risk control;

    iii  The models of management in EE financing;  

    (3) Learning the international financial situation and relevant banking related

    knowledge. 

    (4) Visiting and communicating with the relevant foreign government departments,

    financial institutions and EE enterprises.

    2.其他事項
    
    （1）安排在節(jié)能融資領(lǐng)域的高端專業(yè)人士進(jìn)行培訓(xùn)；
    （2）組織在境外期間的各類培訓(xùn)活動；
    （2）辦理團(tuán)組簽證申請事宜；
    （3）安排團(tuán)組境外食宿和交通；
    （4）安排境外培訓(xùn)日程；
    （5）解決境外培訓(xùn)期間遇到的問題。

    Other assignments include:

    (1)Arranging the training conducted by high level professionals in EE financing;

    (2)Arranging overseas training activities;  

    (3)Applying for visa;

    (4)Making the arrangement for the overseas accommodation and transportation;

    (5)Preparing the overseas training agenda and related courses; 

    (6)Solving problems during the overseas training period. 
    
    四、合同  
    
    采用世界銀行標(biāo)準(zhǔn)一攬子合同文本。合同的執(zhí)行期由雙方約定。
    
    Ⅳ. Contract and Payments
    
    The lump-sum standard contract issued by World Bank should be adopted.

    The execution period should be decided by both contractual parties. 

    
    五、咨詢商應(yīng)聘要求
    
    1.具有提供咨詢服務(wù)資質(zhì)的合法注冊的企業(yè)、事業(yè)單位或法人團(tuán)體（也可以是中外聯(lián)合體），

    不接受個人報名；

    2.成立3年以上，有一定的規(guī)模和實力，資信良好；

    3.在節(jié)能減排領(lǐng)域有豐富的國際培訓(xùn)咨詢經(jīng)驗或擁有此方面資源（與世行有此類合作經(jīng)歷的優(yōu) 

    先考慮）； 

    4.熟悉節(jié)能行業(yè)國內(nèi)外情況和動態(tài)或擁有此方面資源； 

    5.與歐洲（或其他地區(qū)）節(jié)能減排相關(guān)部門和培訓(xùn)機(jī)構(gòu)有較密切聯(lián)系。
    
    V.Eligibility of the Applicant
    
    1.Legally registered enterprises, government-sponsored institutions or

    legal entities  (or a Chinese-foreign joint venture) that are qualified for

    providing consulting services; Individual applicants will not be accepted.

    2.Having established for at least three years with solid business growth volume

    and strength and good credibility;

    3.Having tremendous consulting experience in international training program in 

    EE field or having resources in the field (Those with experience in cooperating 

    with the World Bank take precedence);

    4.Familiar with the recent development of EE industry in China and abroad or having

    resources in the field; 

    5.Having close connection with the authorities in Europe or other regions 

    responsible for EE and emission reduction and with the related training 

    institutions;
